Genesee County Building #1, located on the historic site of Ellicott Hall—the first courthouse west of the Genesee River built in 1802—serves as a vital hub for county operations. Designed in the Neo-Classical Revival style by Rochester architects Bohacket and Brew, the brick building was constructed under the supervision of George W. Buchholtz, a former city supervisor. The first Board of Supervisors meeting here was held on July 6, 1927. In 1955, an annex designed by Charles Ivan Cromwell of Le Roy was added.

The building houses several key departments, including the Clerk's Office, the Department of Motor Vehicles (DMV), Probation Department, Central Services and Purchasing, Treasurer's Office, Board of Elections, and Human Resources. With its sandstone accents and recessed entryway, the building remains an architectural staple in downtown Batavia. It is also part of the Genesee Court Courthouse Historic District, preserving its legacy within the community.
