Adult Services

Protective Services for Adults (PSA)

PSA is provided without regard to income to assist individuals 18 or older with physical or mental impairments that prevent them from meeting basic needs (food, clothing, shelter, medical care). PSA also protects individuals from neglect, abuse, or hazardous situations when no one else is willing or able to help. Referrals can be made by calling 585-344-2580 ext. 6484.

Personal Care Services Aide Program

This program provides assistance with personal hygiene, dressing, feeding, and health-related tasks, essential for maintaining the patient's health and safety at home. Services are provided based on physician's orders and supervised by a registered nurse.

Requirements:

  • Must be on Medicaid (spend down must be paid monthly if applicable)
  • Doctor’s orders are required
  • Medical condition must be stable
  • Aide must be performing specific tasks, not just supervision
  • The home environment must be safe
  • The individual must be self-directing or have a designated representative
  • An initial and annual assessment is conducted by both a DSS caseworker and a nurse from the Genesee County Health Department

Consumer Directed Personal Assistance Program

New York State’s Consumer Directed Personal Assistance Program allows individuals to manage their own care, including screening, hiring, training, and supervising their attendants.

Participation Guidelines:

  • Must be currently receiving or approved for personal care services by DSS
  • Must have active Medicaid
  • Must be medically stable
  • Must be self-directing or have a designated representative

Participation Guidelines for Attendants:

  • Must be at least 18 years old with a Social Security Number
  • Must be hired by the participant
  • Must provide necessary documentation for personnel file and insurance
  • Must complete an annual physician assessment
  • Cannot be the participant’s spouse or parent (unless the participant is over 21 years old)

Child and Family Services

Child Care/Day Care Services

If you need help paying for child care, call the Genesee County Department of Social Services at (585) 344-2580 ext. 6423 for an application.

Eligibility Criteria:

  • Currently employed or attending an eligible school or training program
  • Meet income guidelines determined by the state
  • Receiving Temporary Assistance and working or enrolled in an approved employment program
  • Transitioning off Temporary Assistance due to current employment

Applications can be processed via mail with proper documentation. Due to limited funds, you may be placed on a waiting list.

Foster Care/Adoption Program

The Foster/Adoptive Parenting Program in Genesee County identifies safe and loving homes for children of all ages. This program certifies individuals, couples, and families interested in being foster or adoptive parents.

The first step in becoming a foster/adoptive parent is completing the state-approved pre-certification program “Deciding Together,” which provides important information about foster care and adoption.

Reporting Fraud

Welfare Fraud Unit

The Welfare Fraud Investigation Unit investigates reported allegations of fraud in Temporary Assistance, SNAP, Medicaid, HEAP, and Day Care programs. Examples of fraud include unreported income, hidden assets, and unreported household changes.
