Moving in From Another State (Reciprocity)

If you are coming into New York State from another state or Canada and your license has been in effect for 6 months and is not expired more than 1 year, you may apply for a New York State driver's license. You must have your out-of-state photo driver's license, original social security card, and at least 2 additional points of identification and residency proof from form ID-44(PDF, 235KB). You will need to present an original or certified birth certificate issued by a Board of Health, Bureau of Vital Statistics, or US State Department. (Hospital birth certificates are NOT acceptable.) You must pass an eye test and surrender your out-of-state photo driver's license.

License/Permit/NDID Amendments

If you are trying to change or amend your name, physical description, date of birth, or the restrictions on your permit, driver's license, or non-driver's ID card, you must come to a Motor Vehicle office in person with your current document and proof of the change that is to be made. A certified marriage certificate, a certified copy of a court order of name change, or a certified birth certificate would be required. A name change requires a new photo.

If Your Photo Document is Lost or Stolen

To replace your driver license, learner permit, or non-driver photo ID card, you can:
Apply at our Motor Vehicle Office by completing form MV-44(PDF, 356KB) for a state photo document, a Real I.D., or an Enhanced License. Bring proof of identity that has a value of six points to get a duplicate of your driver license, learner permit, or non-driver photo ID card.
- Come into the DMV and do it paperless! If your license/permit/non-driver ID isn’t expired, is not suspended/revoked/cancelled, and your address hasn't changed, we will pull your image up from our system. We will use that as ID and you won't even have to fill out a form!

Duplicate License/Permits, Non Driver ID, Drivers Abstract

You may apply for Duplicate Driver's Licenses, Permits, Non-Driver ID or a Driver's Abstract in person at the Motor Vehicle office. You will be required to present 6 points of identification from form ID-44(PDF, 235KB), or the staff will retrieve your image from our files if an image is available for you.

Additional License Information

REAL ID and Enhanced Licenses

As of October 2017, we now offer 3 types of licenses/permits/non-driver IDs: the standard state ID, the REAL ID, and the Enhanced ID.

  • The state license is the most basic license we offer. By May 7, 2025, this license will not be acceptable as proof to enter military bases and federal buildings, nor will it be acceptable proof to board a domestic flight.
  • The REAL ID allows you to enter military bases and federal buildings, and you can use it as ID to board a domestic flight. It does not allow you to cross the border. This license is ideal for people who already have a passport for international travel but want to be able to travel domestically with just their license.
  • The Enhanced ID allows you to do the same things as the REAL ID, but more. You can travel to Canada, Mexico, and some other areas by land or by sea. You cannot board an international flight with an Enhanced ID. This license is ideal for people who don't need a passport but want to go to Canada and/or Mexico through border crossings.

Additional ID is required to get an Enhanced or REAL ID. People typically need their birth certificate (or US Passport), their Social Security card, and two forms of residence proof (unpaid utility bill, credit card statement, bank statement, recently postmarked mail, etc.). Anyone with any name changes (due to marriage, divorce, etc.) will need to bring proof of each name change.

Conditional License

If you have been convicted of an alcohol-related offense, you may be eligible for a conditional license. You are required to sign up for the Impaired Driver Program (IDP) at the time a conditional license is issued. To check eligibility, please bring proof of identity and any correspondence given to you by the court or the State Department of Motor Vehicles to the Genesee County Motor Vehicle Office. Our enforcement specialist will review your record and advise you accordingly. Enforcement hours are Monday thru Friday 8:30 am to 11:30 am. The fee for a conditional license is $75.00. The fee for the Impaired Driver Program (IDP) is no more than $225.00 and is due at the start of classes.

Restricted License

If your license is suspended or revoked for a non-alcohol-related offense, you may be eligible for a restricted license. To check eligibility, please bring proof of identity and related correspondence issued by the State Department of Motor Vehicles to the Genesee County Motor Vehicle Office. Our enforcement specialist will review your record and advise you accordingly. Enforcement hours are Monday thru Friday 8:30 am to 11:30 am. The fee for a restricted license is $87.50.

Delinquent Child Support Suspension

If a parent has a court order to pay child support and it is determined that no payment has been made for 4 months, a warning notice is sent from the Department of Social Services (DSS). This notice informs the parent to contact their DSS Support Collections Unit. If the parent does not respond within 45 days, DSS will notify the Department of Motor Vehicles to have the parent's driver's license suspended. The Department of Motor Vehicles will then issue a notice of license suspension. This suspension will remain in effect until obligations are satisfied or payment arrangements are made with the DSS Support Collection unit.

Medical Conditions of a Driver/Accident Re-examination

The DMV considers each case of a possible medical condition separately. The DMV does not consider the age of a driver in these cases. The DMV acts when it has information that a driver has a possible condition that can affect driving skills.

Sources of Possible Medical Conditions
The DMV receives information about possible conditions of a driver from many sources. Drivers can provide the information in answers about medical conditions on a driver license application or a renewal form. The DMV can receive information about medical conditions from an accident report, a physician's report, a police report, a report by a member of the family of the driver, or from another citizen.

Physician's Reports
If a physician reports a condition that can affect the driving skills of a patient, the DMV can suspend the driver license. The DMV suspends the driver license until a physician provides a certification that the condition is treated or controlled and does not affect driving skills. The DMV can require that the physician certify again in the future that the condition is controlled and not dangerous. If the DMV does not receive the required certification, the DMV can suspend the driver license until it receives the certification.

A physician can use form DS-6(PDF, 148KB) (Physician's Request for Driver Review) to report the condition to the DMV. Only a licensed physician can use form DS-6.

Other Reports
If the DMV receives a report from a person who is not a physician, the DMV decides each case separately. The DMV can schedule a re-examination for the driver or an evaluation interview with a license examiner. After an evaluation interview, the license examiner can require that the driver take a re-examination or ask for other specific tests. The license examiner decides if a re-examination or specific tests are required.

A re-examination can include a vision test, a written test, a road test, or two or more of these tests. If the driver does not appear for a re-examination or does not pass the tests, the DMV suspends or revokes the driver license.

To report possible medical conditions, complete form DS-7(PDF, 143KB) (Request for Driver Review). This form provides the only method to report a possible medical condition. Make sure that you include all the required information and that you provide the details about the condition of the driver. A notary public must observe that you sign the form and then notarize the form. Send the original completed form to:

Driver Improvement Bureau
NYS Department of Motor Vehicles
6 Empire State Plaza, Albany, NY 12228

The DMV does not accept reports by e-mail or telephone. The DMV decides the action to take or whether to take no action.

Privacy: If a person uses the Freedom of Information Law to request a copy of the form that you filed, the DMV does not disclose your name or other information that identifies you. If the person who sends the report is in a position of authority (for example, a physician or a police officer), the DMV does disclose the name of the person who sent the report.

Accident Re-examination Program

The DMV Accident Re-examination Program identifies drivers who have a series of motor vehicle accidents. The DMV requires some drivers to take a re-examination. A re-examination normally includes a vision test, a written test, and a road test. The DMV uses the following standards to identify drivers to participate in the Accident Re-examination Program:

  • All drivers who have three accidents in a six-month period are notified to take a re-examination.
  • All drivers who are between 25 and 65 years of age and who have three accidents in a period of six to nine months receive a "Re-examination Questionnaire." The DMV evaluates the answers to the questionnaire and decides if the driver must take a re-examination.
  • All drivers who are under the age of 25 or who are over the age of 65 and who have three accidents in nine months are notified to take a re-examination.

Action Taken: If the driver does not appear for a re-examination or does not pass the required tests, the DMV suspends or revokes the driver license. If the driver does not appear for an evaluation interview or does not provide the required medical certification or re-certification, the DMV suspends the driver license until the driver complies with the requirements.

Renewing Drivers License/Non-Driver ID Card

To renew your driver license or your non-driver photo ID card, bring the completed Mail Renewal Application (MV26) or a completed form MV-44(PDF, 356KB) (Application for License or Non-Driver ID Card) to the Motor Vehicle Office. To renew a non-driver photo ID card, you must also show your Social Security Card or proof that you are not eligible for a Social Security Card.

For drivers license renewals, you must also pass a vision test in the Motor Vehicle Office or bring a valid form MV-619(PDF, 84KB) (Eye Test Report) completed by an eye-care professional.

Note: If there are new disabilities or an existing disability has worsened, you may be required to present a medical statement prior to your renewal. A completed Physician's Statement MV-80(PDF, 61KB) may be needed if the medical question has been checked "yes" for a heart ailment on the renewal or the MV-44(PDF, 356KB) form. A completed Medical Statement for loss of consciousness may need to be submitted to medical review in Albany if the question for convulsive disorder, epilepsy, fainting, or dizzy spells has been checked with "yes."

You can renew a driver license no more than one year before the expiration date or no more than two years after the expiration date. The expiration date of your driver license is your date of birth. The DMV mails you a renewal notice approximately 45 to 60 days before your driver license expires. If you do not receive your renewal, you must come to the Motor Vehicle Office and complete form MV-44(PDF, 356KB).

Important: If your driver license or your learner permit expires, you cannot drive. Do not drive after the expiration date.

If your driver license or your learner permit is expired for two years or more, you cannot renew. There are no exceptions. You must apply for an original license. You must pass the vision test, the written test, and the road test. A pre-licensing course will also need to be completed.

If you use an expired driver license to drive and you get a traffic ticket, you will receive fines and penalties:

  • 60 days or less after the expiration date: a fine of $25 to $40, plus state and local surcharges.
  • 60 days or more after the expiration date: a fine of $75 to $300, plus state and local surcharges.

Allow two to three weeks from the date of processing at the Motor Vehicle Office to receive the photo document by mail.
